Biography/History:

Signatories include: Sŏ Sang-yong (North Hamgyeong, 1949-1960), a resistance fighter in Manchuria and Russia in the 1920s and a member of the Japanese Concordia Association circa 1937; Kang Ki-tŏk (South Hamgyeong, 1950), who may went north during the war voluntarily; Paek Yŏng-yŏm (North Pyeongan), a resistance fighter and a priest in Manchuria; Kim Pyŏng-yŏn (South Pyeongan, 1949-1959), who worked in the government in the north before fleeing south; and Yi Un (Hwanghae), a bureaucrat immediately after liberation.

Summary:

An anti-communist treatise by Koreans from the north displaced in what is now South Korea, published during the North Korean occupation of Seoul. The signatories to the treatise include the nominal governors of the Korean provinces in the north appointed by the South Korean government:
