Republican majority staff memorandum, prepared for the Subcom on Energy and Power staff in light of upcoming May 23, 2011, Subcom hearing, reviewing issues related to consider draft bill, the North American-Made Energy Security Act, to expedite the construction and operation of the Keystone XL oil pipeline to link oil sands from Alberta, Canada, to refineries in the Midwest and Texas direct the President, acting through DOE, to coordinate with Federal agencies to help expedite consideration and coordinated review of environmental, economic, and other impacts of proposed TransCanada Corporation Keystone XL oil pipeline system, which would transport oil extracted from oil sand deposits in Alberta, Canada, to refineries in the Midwest and along the Gulf Coast, and to require the President to issue a final order either granting or denying a Presidential permit for the Keystone project within 30 days after the final environmental impact statement but not later than Nov. 1, 2011
