- Examines implementation of highly qualified teacher (HQT) requirement under P.L. 107-110, the No Child Left Behind (NCLB) Act of 2001, that requires teachers to possess a baccalaureate degree and a State teaching certificate, and that teachers also demonstrate subject-matter knowledge for their teaching level. Examines extent to which schools were able to place HQTs in every classroom, describes HQT requirement in detail, and analyzes data from a national survey of schools conducted a year before NCLB became law. Discusses teacher quality issues related to multiple subject teachers, definition of "core subject matter," middle school teachers, rural schools, urban and poor schools, and HQT waivers
