Details trends in the economic well-being of female-headed families with children, prior and subsequent to replacement of the Aid to Families with Dependent Children (AFDC) program with the Temporary Assistance for Needy Families (TANF) program. Describes policy landscape on eve of 1996 welfare reform, TANF and other policies in the post-AFDC era, and policy responses to changing economic condition. Addresses welfare, work, and poverty status of female-headed families with children, employment of single mothers, receipt of selected poverty benefits, and effects of earnings transfers, and taxes on poverty status of single mothers
