Summary:

Examines waiver authority provided to Secretary of Education under Section 9401 of the Elementary and Secondary Education Act (ESEA) with respect to programs authorized under the act, including waivers of accountability and general administrative provisions. Discusses waivers and related principles that collectively comprise the ESEA flexibility package, current Congressional efforts to reauthorize the ESEA, and status of State applications for the ESEA flexibility package.
