Summary:
Introduces the Davis-Bacon Act of 1931, which requires that contractors on certain federally funded construction projects to pay wages at or above the locally prevailing wage for comparable work. Discusses the Davis-Bacon suspension as applies to certain jurisdictions in Florida, Alabama, Mississippi, and Louisiana in wake of Hurricane Katrina. Analyzes the legislative aftermath of the suspension including H.R. 3684, H.R. 3763, H.R. 3834, S. 1749, S. 1763, H. Res. 467, H. Res. 488, and H.J. Res. 69, all of which sought to modify the Presidential suspension; and the reinstatement of Davis-Bacon Act in Nov. 2005
