Summary:
Provides legislative development of the Medicare competitive acquisition program to help fund durable medical equipment, prosthetics, orthotics, and other medical supplies (DMEPOS). Follows program evolution through P.L. 105-33, the Balanced Budget Act of 1997; P.L. 108-173, the Medicare Prescription Drug, Improvement, and Modernization Act of 2003; P.L. 110-275, the Medicare Improvements for Patients and Providers Act of 2008; and P.L. 111-148, the Patient Protection and Affordable Care Act. Summarizes implementation concerns of suppliers; outlines administrative responses to those concerns and GAO analysis of implementation issues; and reviews provisions of H.R. 3790, to repeal the DMEPOS competitive bidding program and require specified reductions to the fee schedule updates
