Provides background on U.S.-China agricultural trade and U.S. regulation of poultry safety. Explains Food Safety and Inspection Service (FSIS) rule published on Apr. 24, 2006, to allow certain poultry products processed in China to be imported into the U.S. Reviews legislative efforts to prohibit or limit FSIS from using funds to implement the rule.
