Examines H.R. 534, which would preempt State law regarding some aspects of medical malpractice liability, and liability for defective medical products, by placing caps on noneconomic and punitive damages, eliminating joint and several liability, abolishing the collateral source rule, limiting lawyers' contingent fees, enacting a Federal statute of limitations, and provide for periodic payment of future damages
