- Addresses selected issues related to Federal reservoir management during the Apalachicola-Chattahoochee-Flint (ACF) drought. Provides brief introduction to ACF river basin water resources and issues, current drought, and the Army Corps of Engineers (Corps) proposal for reducing minimum flows for species to reduce the drawdown rate of Federal reservoirs. Discusses how drought affects municipal water supply, electric power generation, and species and ecosystems; and assesses potential impacts of Corps proposal. Examines other alternatives for reducing minimum flows under the Endangered Species Act and in proposed legislation. Presents comments about the ACF and the issues it raises in the context of Federal water resources policies and projects
