- Examines legislative history and current status of 90/10 eligibility rule established by the 1998 Higher Education Act (HEA) Amendments, which requires that proprietary institutions be in existence for at least two years and derive at least 10% of school revenue from non-Title IV funds in order to participate in programs that provide Federal student financial aid to support student attendance at institutions of higher education. Reviews violations of the 90/10 rule and possible elimination of or modifications to the 90/10 rule in the context of HEA reauthorization
