Provides analysis of the role and mission of NATO. Concludes that NATO is not only a collective defense pact in which members pledge to assist each other if attacked, but that it is also a community of values and common goals in support of "democracy, individual liberty and the rule of law." As such, NATO, while not an organization of collective security, does contribute to European collective security and is a key part of an emerging Euro-Atlantic system of cooperative security
