Examines several years of CBO projections of Medicare spending, and discusses factors that contribute to re-estimates. Addresses reasons for projection shifts, including economic factors, efforts to reduce fraud and abuse, actual 1998-2002 spending, and passage of the Balanced Budget Refinement Act of 1999 and the Medicare, Medicaid, and SCHIP Benefits Improvement Protection Act of 2000. Discusses changes in Medicare projections comparing Medicare+Choice program and fee-for-service growth, enrollment and spending, and re-examination of Balanced Budget Act of 1997 estimates
