This is a copy of the paper charged to be an illegal practice of the late mayor of Norwich, at the election there. The statute of the first of Henry the Vth, cap. first, ordains, that every person to be chosen as member of Parliament for a city, shall be a freeman of the same city, and no other in any wise.
