- This research entailed the design and dissemination of a survey to collect data from state and local emergency management agencies across the United States. The purpose of the research was to assess the activities and efforts of these agencies to embrace the goal of equity, which was one of the three goals adopted by the Federal Emergency Management Agency in its most recent strategic plan (2022–26). Existing literature was reviewed to identify practices related to the adoption of equity in public service delivery. Drawing from this literature, a survey was developed consisting primarily of open-ended questions. The survey was distributed to all U.S state and local emergency management agencies with an online presence. The collected data were analyzed qualitatively. The research process revealed both advantages and challenges associated with gathering data on a complicated and sensitive issue from government entities.
