Summary:

This case study reviews the use of in-person fieldwork to set the stage for later online research during a 3-year research study. The research context for this case study was a National Oceanic and Atmospheric Administration-funded grant that aimed to develop methods and training tools for a new tool called the brief vulnerability overview tool. This tool is the result of multiple studies designed for the National Weather Service (NWS) to improve situational awareness during operations and improve communication outcomes between NWS weather forecast offices and their core partners. This tool displays vulnerability data and is collaboratively built within participating NWS weather forecast offices in collaboration with their core partners. This case study focuses on the applied research that took place both in person and online throughout the 3-year research study (more specifically, methods for data collection). The pros and cons of using this type of research design are discussed throughout as well as lessons learned.
