Summary:

Globally, local governments are working to advance more equitable public policymaking processes and outcomes. This work involves engaging with a broader cross section of society and in more meaningful ways. Cocreation is a research and practice strategy that can facilitate these advances. Cocreation is not a panacea for developing perfect public policy, but it can enable meaningful engagement with residents who are often neglected in policymaking processes. In this How-to Guide, we answer three important questions: Why are cocreation and meaningful engagement critical for local policymaking? What are the systemic barriers to cocreation and meaningful engagement? and What measures can advance the practice of cocreation and meaningful engagement? We draw on our experiences with three projects across Canada, all of which adopted a critical community-engaged scholarship methodology to cocreate policy solutions through intersectoral partnerships. The three projects include an Equity, Diversity and Inclusion Analysis of Core Policy Documents; the creation of a Governance Framework for Guiding the Development of Advisory Committees of Council; and the establishment of the Dufferin Lived Experience Collective, a group of people living with poverty, housing insecurity, and homelessness using arts-based methods to redefine policy problems and solutions. After defining and outlining the benefits of cocreation and meaningful engagement in local governance, we describe five systemic barriers to advancing these important approaches and then key principles and promising practices for taking up inclusive cocreation. Through these promising practices, we offer practical recommendations for researchers, students, and public servants on how to implement cocreation and meaningful engagement strategies in ways that overcome systemic barriers, promote government legitimacy, and support the development of more widely considered solutions to complex social and political challenges.
