Protestation of Matthias Earbery, clerk : I do here declare, that by the known laws of England, since parliaments were allowed, the subject ever had a right to petition, and to remonstrate for redress of grievances : and the very words of the first parliament after the revolution are, that parliaments are to be held frequently for that purpose, and that subjects have a right to petition even the King himself.
