Horse Guards, May 10th, 1799 : sir, some circumstances of a very extraordinary nature, having occurred in the proceedings of a General Court Martial held in north Britain, which, if not most strictly, and severely animadverted upon, might tend to subvert a known, and established regulation, in which the order and œconomy of His Majesty's service are involved, and to lessen that high sense of honor, which should in every instance mark the character of an officer, I have received His Royal Highness the Commander in Chief's directions, to address myself to officers commanding regiments, and to convey to them the King's sentiments on the transaction to which I have alluded.
