Besim Atalay's work, titled "Turkish Greats or Turkish Names," considered the first study in the field of anthroponymy in Turkey, was first published in 1917-1918 in the Türk Yurdu magazine as five articles under the same title, and was published as a book in 1923. A second book edition was published in 1935 by the Ministry of Interior, coinciding with the adoption and implementation of the Surname Law, one of the most important stages in the nation-state building process. The Ministry not only printed the book but also, at the instruction of the then Minister of Interior, Şükrü Kaya, distributed lists of names taken from it to newspapers by the Anatolian News Agency, distributed to population registration offices, and in 1936, a shortened version titled "Turkish Names" was published for a third time by the Gendarmerie General Command, thus extending its influence to the most remote towns and villages. Thus, a document serving as the source of many surnames used by citizens of the Republic of Turkey today has emerged, representing a highly valuable outcome of cultural policy, which was also one of the ideological instruments of the Westernization process and the redefinition of citizens' Turkish identity.
