This is to certify that a small American flag, now in the possession of 1st Lt. Robert D. Miller was raised by Lt. Miller at Atsugi Airdrome, Honshu, Japan 28 August 1945 at approximately 1100 hours. To my knowledge and belief it was the first United States flag to be raised in the Japanese homeland by the invading forces of the United States Army.
