How do firms shape the direction of innovation in emerging technologies when both technologies and markets remain unsettled? My dissertation argues that an important part of the answer lies in firms' knowledge strategies, meaning their internal choices about what technological knowledge to create, how to organize it, and how to mobilize the people who hold it. This question is especially important when an emerging technology has the potential to become broadly applicable across many domains, but firms still do not know which applications will matter or how that breadth will be realized. Existing research has shown why such technologies matter for downstream diffusion and complementary assets. I shift attention to an earlier stage, when firms must make knowledge choices before broad applicability becomes clear. The first two chapters study this upstream problem in artificial intelligence (AI) model innovation. Chapter 1 shows that firms can pursue different development paths, one oriented toward improving reusable technical means and the other toward clarifying plausible domains of use, and that these paths generate different evaluation and learning dynamics. Chapter 2 then examines how firms organize knowledge to pursue technological generality, showing that established firms and startups tend to follow different strategies, integrative versus modular, and therefore realize generality in different ways, internal versus external. Chapter 3 turns to the microfoundation of these strategies by examining how knowledge held by different individuals is combined inside firms as technologies evolve. In fabless semiconductors, the chapter shows how collaboration can homogenize rather than recombine knowledge, reducing the adaptability firms need under technological change. Together, the dissertation shows how firms' internal knowledge strategies shape the direction of innovation in emerging technologies before downstream markets fully emerge
