- This collection includes the extant records relating to the Congress of Panama, which met at Panama, Colombia (now in the Republic of Panama) from June 22 to July 15, 1826. The Congress had been proposed by Simón Bolivar, in a letter of December 1, 1824, with the purpose that the American states consider and adopt a plan for their defense against foreign aggression.
