- A general social contract exists between the police and the public. The police have a basic duty to serve the community, safeguard lives and property, protect against violence and disorder, respect the rule of law, and preserve the rights of all citizens. This is a reciprocal relationship, though, in which the authority of the police is based upon the trust and consent of the public that the police will act in accordance with their lawful and ethical responsibilities. Sometimes, the police do not uphold their part of this social contract, acting in ways that not only dissatisfy the public, but can cause citizens grievous harm as well as major disruption within the police organization itself. This case study examines a major metropolitan police agency beset with ongoing scandals and public dissatisfaction. The study provides students an opportunity to analyze and discuss the factors that led to these problems, steps that may be taken to remedy them, and possible ways to prevent them in the future.
