This case study examines the leadership challenges faced by career diplomat, Insang Hwang, during his tenure as the Consul General of South Korea in São Paulo, Brazil (2021-24). Bom Retiro is a multiethnic neighborhood in São Paulo, home to immigrants from different nationalities, including the South Korean community in Brazil. The aftermath of the COVID-19 pandemic posed significant hurdles, leading to a marked decline in economic activity and escalating public security concerns in the neighborhood. In response, Hwang proposed cultural and infrastructure initiatives aimed at improving public security and strengthening economic and cultural cooperation. However, these efforts sparked media controversies and debates regarding the preservation of Bom Retiro's multicultural heritage.
