- This case explores the ethics of prison fire camps and the use of incarcerated individuals to fight wildfires. The case focuses primarily on the California Department of Corrections and Rehabilitation Fire Camp Program, which employs inmates to serve as firefighters alongside civilians, and incarcerated firefighters' roles in containing the Los Angeles wildfires in early 2025. Despite the impactful, purposeful work of these incarcerated firefighters, a continuous ethical dilemma surrounds their role, primarily due to dangerous work being compensated with extremely low pay. Though the fire camp program in California is protected by the state and U.S. constitutions, it raises an interesting conversation regarding prison labor. Along with their sentences, do inmates owe society through forced labor for their crimes? Or, despite their criminal records, should they be treated with more humanity and receive more rights within the workforce? Through this case, students will be asked to analyze the California Department of Corrections and Rehabilitation Fire Camp Program and examine the ethical dilemma of using incarcerated firefighters.
