Summary:
This case study examines the mid-cycle evaluation of one of Nigeria's most ambitious social programs, designed to address child nutrition, school enrolment, and rural livelihoods through daily meals in public primary schools. Set in Year 5 of implementation, the narrative follows Mrs. Hadiza Yakubu (a fictional character), a strategic advisor tasked with conducting a strategic mid-cycle evaluation of the program. Through her field observations and policy analysis, the case explores key dimensions of strategic programme management: goal alignment with national policy and United Nations Social Development Goals; multi-project architecture and inter-sectoral coordination; stakeholder governance; performance management and monitoring & evaluating; and the challenges of sustaining outcomes in a decentralised and politically dynamic context. The case culminates in Hadiza's dilemma: whether to recommend centralising control, deepening decentralisation, or settling for incremental operational fixes. This decision requires students to critically evaluate the best option, with the tensions between strategic vision and political and operational realities.
