Oil India Limited (OIL) wanted to replace pumps and generators in nine pumping stations located in three states of India-Bihar, West Bengal and Assam-with 1157-km-long pipelines. This case deals with several types of uncertainties and complexities faced by the project team: selection of pumps, monsoon (weather) problems, drawing approval, land acquisition and shortage of land, soil type, employee and worker availability, safety challenges, commissioning and pre-commissioning challenges and northeast challenges. This project demonstrates the ownership issues, why it is difficult to complete a project on time in the north-eastern part of India or why public-sector projects get delayed?
