- In this case, students are asked to understand the nature of the American tax system as compared to other tax systems. Students will consider the strengths and weaknesses of the progressive, regressive, and proportional tax systems. For the student to better understand what tax system may be better than another to achieve the country's goals, the case lists what characteristics make for a sound tax system. The characteristics are fiscal adequacy, equal income distribution, economic stability, ease to administer, simplicity, convenience, and certainty. Along the way, students are presented with tables showing who pays the most taxes and to make insights into what system is the most effective to meet the needs of the United States.
