- The governance of research data is about setting out the roles and responsibilities for data and is often explicitly articulated in the form of a data policy. Data stewardship is about putting these principles into practice. It is the management of data to ensure that they are secure and accessible and that their greatest value is realized. Researchers have a sense of ownership over data. However, in a legal sense, it is the institutions that employ researchers that own data. Funders also have a stake in data stewardship, as do scholarly communities and publishers. Persons participating in research and communities represented in data also have data rights. Data stewardship as a collective endeavor is distributed across researchers themselves, a stewardship network, and institutional services such as libraires and IT services. A key priority for funders is increased sharing of data, and while researchers may have concerns about sharing, there are ways to manage those risks and compelling benefits, including to researchers themselves.
