- Recent changes in policies and industry dynamics have made reducing youth access to tobacco more challenging. Early evaluations show that while perceptions of ease in purchasing tobacco decreased among 6-12 graders after the law's implementation, only a small percentage of attempted purchases were stopped due to underage buyers. Retailers play a crucial role in preventing underage tobacco sales, yet their perspectives and training needs are often overlooked. Surveys conducted by these researchers in Indiana in 2020 and southern Illinois in 2023 shed light on retailers' knowledge, attitudes, and training needs regarding underage sales prevention. The Indiana survey, utilizing only methods, achieved a 6% response rate, while the Illinois survey, utilizing both online and in-person methods, achieved a 35% response rate highlighted the importance of hybrid methods in data collection. The Illinois survey that employed a hybrid approach provided valuable insights not only into improving tobacco education and training resources for retailers but also selecting the most appropriate survey methodologies, specifically, the importance of integrating both in-person and electronic data collection strategies in consideration of specific populations such as retailers. Similar benefits, such as higher response rates and richer data, have been observed in various research fields, as noted by Wasti et al. (2022) and Wu et al. (2022). Therefore, this innovative approach of utilizing a hybrid survey methodology has addressed a crucial gap in the literature as it is potentially applicable to other populations.
