Summary:
This case study focuses on policy diffusion mechanisms, in particular, knowledge transfer that helps the development of public policy (Shipan & Volden, 2008). It employs a mixed-methods approach to understand the diffusion dynamics influencing the adoption of autonomous vehicle (AV) policies across U.S. states from 2010 to 2023. The case study shows some lessons learned and limitations when using quantitative analysis through a multiple-components dyadic event history analysis (DEHA) utilizing public datasets to examine the factors driving policy convergence among states. The second part uses qualitative insights gathered through semi-structured interviews with several informants, including chief information officers and Department of Transportation officials from four U.S. Census regions, ensuring a broad geographic representation. In essence, conducting research in state governments can be a great opportunity when designing a research case study using quantitative methods and collecting qualitative data.
