Summary:
This Selected Issues paper analyzes women and climate data-driven climate policies in Rwanda. Climate shocks pose a significant, recurrent macroeconomic risk to Rwanda, impacting growth, fiscal stability, and household welfare. Gender inclusion is macro-critical for the nation’s resilience and growth strategy, directly influencing the effectiveness of both adaptation and fiscal policy responses. Women face disproportionate exposure to these shocks due to their high concentration in the agricultural and informal sectors, coupled with limited access to finance and coping mechanisms. Using micro- and macro-level analysis, this paper establishes that climate shocks worsen existing gender income disparities. Crucially, closing these gender gaps is found to enhance the effectiveness of adaptation policies and accelerate post-shock economic recovery. Rwanda possesses strong data-driven tools—namely climate and gender budget tagging and the dynamic social registry—which provide a solid foundation for integrating climate and gender objectives within fiscal policy. Strengthening these instruments and promoting women’s role in the green transition will be vital for sustaining long-term growth and resilience.
