Summary:
Dramatic changes have taken place in both the cockpit and the various training programs. Both are directly impacted, to one degree or another, by the quality of the Federal Aviation Regulations (FARs).Several years ago, the FAA recognized a need to review, update, validate or eliminate regulations and other guidance material that deals with initial, continuing training and examination of airmen. My paper discusses the process of updating these various rules and also the philosophy and content of new rules and policies that will influence the qualification/training of airmen of the future.The paper will also discuss the introduction of new training technologies, programs and devices that will be recognized and encouraged in future rules. Proper training/qualification of pilots, controllers, mechanics and other aviation professionals is our most significant challenge in this decade. We must ensure that our rules and policies are efficient, effective and above all safe
