- Rapid technology growth in the system components which interface to the human operator has resulted in a lack of good empirical data to rely on when designing a new system. This lack combined with the additional requirement for system-specific answers has lead to an increased reliance on simulation. The problem is the high cost and long time associated with typical simulation efforts. This paper discusses an alternative approach. It is proposed that very flexible, low fidelity simulation can be used early in a development program to provide empirical data for decision in the design process. Such an approach falls between the "best guess" method and high fidelity simulation with respect to both cost and time. A facility is described which is being developed to provide an environment where low fidelity simulation can be performed. A brief review of the experience gained in the first six months of use is provided along with a simple simulation example
