- The efforts made by Congress and Government Agencies in the past decade to limit the exhaust emissions and fuel consumption of motor vehicles led to a variety of complex measuring and testing procedures which are also interrelated.Unfortunately, these many procedures have a lot of discrepancies, weaknesses and uncertainties. Even more, they are not compatible and lead therefore to contradictions.In this paper we are presenting another proposal of a set of testing procedures, designed to avoid the disadvantages recognized as such.We recommend to change the basic philosophy of today's emission testing. The fundamental basis of our proposal is the averaging concept applied to vehicles in use, id est the sales weighted fleet average of in-use vehicles is compared to the applicable standard
