- The concurrent requirements to maximize performance and minimize cost and program risk provide a great challenge for the weapon-system planner and the propulsion-system manager. The propulsion-system development process consists of the definition of requirements, the selection of the appropriate technology, the design and fabrication of the configuration, the verififcation of characteristics, and the resolution of problems identified during the verification phase. The development process must be structured to be consistent with the current procurement policies and be responsive to requirements of timing and funding constraints. This paper addresses the development process for the high-technology aircraft engine in the light of recent military engine experience and the current policies and constraints
