This paper describes the management technique used by Martin to monitor and control research tasks as to cost and scheduled objectives. Contrary to popular opinion, this control is achieved without stifling creativity or causing undue restraint on the researcher. The Input-Output control technique has been put to a severe test for the past year with highly gratifying results. The Input-Output technique is used for all projects, hardware, development, study, and research. The proven ability of this system permits planning of research tasks as a viable part of the long range plan
