This paper illustrates the economics of Army procurement of commercial aircraft and the advantages to the non-military aircraft operator. The absence of significant compromise of military requirements, and the history of this procurement method is presented.Military airworthiness tests based upon military and FAA standards, and the establishment of common standards, results in significant savings to the government, commercial and private interests.The paper concludes that the majority of the Army's future aircraft needs could be obtained through off-the-shelf programs with the FAA as engineering agency, eliminating problems created when the Navy or Air Force is the engineering agency
