Summary:
A prototype airplane was an important element in the P3V-1 development program. This prototype was created at minimum cost by modification of an "off the shelf" civil aircraft. Great savings in both time and money were achieved in areas of propulsion, air conditioning, avionics, and controls through the elimination of problems prior to commitment to a final production configuration.Novel testing techniques for evaluation of navigational equipment are described. It is concluded that when a reasonably similar airframe is in production, a prototype of a military aircraft more than justifies the expense of its inclusion in the program
