- Although expenditures for research and development in the United States exceed those in other countries, the ratio of distribution among industries as compared with government sponsored activities is lower. This paper suggests that an accelerated and more widespread utilization of technology in industry and commerce would advantageously affect United States economic growth as well as national security and would at the same time enhance our international competitive position. The author proposes a program, jointly supported by government and industry, that could encourage wider diversification of our national scientific and engineering resources and which could markedly increase the gross national product
