Summary:
A need for a method of measuring the utilization of a fleet of vehicles has been a long standing problem. This paper presents a simple means for the development of such a method.Consideration is given to the function or mission of the activity or facility, the climatic and geographical conditions, physical arrangements of the area or facility, the types of streets, roadways, and terrain, and the availability of public transportation facilities.The method for developing these standards utilizes data accumulated from normal day-to-day operations. These standards are then used to adjust the fleet as necessary
