In the last decade Hong Kong has more than quadrupled its population to 4-1/2 million (11,000 sq/mile), increased its air cargo by an order of magnitude, and boosted the number of flights per day to 72 for its 400 sq miles. Shippers, however, are losing confidence due to seasonal delays, those relating to the carrerr's cargo selectivity, space allocations and charges above IATA tariffs by forwarders, et cetera A number of proposals are made for the general welfare concerning inbound commodity rates, seasonal rate changes, and schedules--which will require cooperation by the carriers, forwarders, shippers, consignees, and governments for optimum solutions
