Summary:

"The-bigger-the-better" aphorism generally applies when evaluating cost effectiveness of airlift aircraft on a ton mile per dollar basis. Other considerations important to tactical airlift also favor large aircraft and V/STOL capability. The requirement for a future city-center V/STOL aircraft appears compatible with the requirement for a large new tactical airlift aircraft. This compatibility provides a basis for consideration of a national V/STOL development program
