- WAR experience and the prospect of large-volume post-war sales make it both possible and desirable to "cost plan" future small airplane production.A plan is proposed whereby a specialized group consisting of design engineering, industrial engineering, tooling, and factory personnel will assume the responsibility of selecting by orderly and detailed methods the most economical among several proposed designs.The group will also act as a consulting body available to the design engineers.They will gather the data necessary to measure costs of any given design, make a detailed cost analysis of each competing design, compare estimated cost per pound with similar parts made in the past, and follow up to see that low-cost ideas built into the ship are used through the tooling and manufacturing phases of production
