- This paper describes a Field Operational Test (FOT) of anAutomated Collision Notification (ACN) System, a new way to providedefinitive pre- hospital medical care to people injured in motorvehicle crashes. This FOT is part of the National Highway TrafficSafety Administration's (NHTSA's) research being conductedunder the U.S. Department of Transportation's IntelligentTransportation Systems (ITS) program. Management of the program isby the Office of Vehicle Safety Research in NHTSA.The ACN FOT is a demonstration of the application of advancedtechnology for the improvement of pre-hospital emergency care formotor-vehicle crash victims. The test, involving approximately 850volunteers' vehicles, was conducted in rural Western New YorkState. A partnership of local public agencies and privatecorporations, led by Veridian, Incorporated, performed the test. This paperprovides the background, FOT status, describes an actual crash, anddescribes some technical and institutional issues uncovered underthis program.We have shown technology feasibility of ACN within a limitedgeographical area. Anecdotal evidence shows that we can improve thetimeliness of definitive pre-hospital medical care through theapplication of ACN technology. The ACN FOT was the first of manysteps required to complete a nationwide ACN network
