- The CEC - Coordinating European Council for the Development of Performance tests for transportation in fuels, lubricants and other fluids was founded in 1963 and was reorganised and restructured in 2001. As a result of this reorganisation the CEC has refocused on its primary objective of developing performance tests for the automotive, petroleum and additive industries. A Management Board, representing the Trade Associations form these industries now governs the organisation. The paper outlines the operation of the current CEC and specifically, the processes for test development projects to enter and progress through the system. The operation and content of the CEC Website is reviewed, and this is the key communication channel with our industry partners in both Europe, and with other worldwide organisations operating with similar objectives. The CEC currently operates some 42 working groups, both supporting test procedures and providing key service functions relating to test operation. The paper also provides an update on the latest performance test developments in the key areas of international interest for fuels, engine lubricants and transmission fluids
