Report of the Committee of Ways and Means, instructed, by a resolution of the ninth instant, "To enquire into the probable annual amount of the duties on stamped vellum, parchment and paper, in the respective districts; and into the proper compensation to be allowed to the supervisors and inspectors of the revenue, for their services in preparing and distributing the stamps." 21st January, 1799, ordered to lie on the table.
