Letter from the secretary of the Treasury, to the chairman of the Committee of Ways & Means, exhibiting a calculation of the quotas of the respective states, in a tax of two millions of dollars, proportioned to the number of free white persons, and three-fifths of the number of slaves, as ascertained by the census. 25th May, 1798, referred to the committee of the whole House, to whom is committed the bill to provide for the assessment and collection of direct taxes.
