In 1997, Deng Xiaoping died. At that time, the leadership of China's economic policy was held by Zhu Rongji, the deputy prime minister. He wanted to make China an export-oriented country. But there was a problem. The majority of China's surplus labor force was engaged in agriculture. The Chinese government had to disperse the surplus labor force so that it was not tied to rural and local industries.
